201Ｘ年。賭博条例施行により政府に認可された賭博が合法となり、経済再生を果たした日本。賭博でも諸外国と対等に戦えるようスペシャリストを育成する賭博専門学校（通称トバセン）が作られた。そこでのし上がれるのはギャンブルの腕だけ。そんな中、教室にミズホたち4人の女生徒が集められる。彼女たちはトバセンの中でもいわくつきの問題児たちだった。そしてティーチャーから驚愕の試験内容が告げられる。それは、勝てば賭博のスペシャリストとして卒業。だが、負ければ衣服を全て剥ぎ取られ、さらに死の制裁が待っているという掟破りの脱衣麻雀だった。
